L&#039;objectif cl\u00e9 de l&#039;initiative d&#039;acc\u00e9l\u00e9rateur est d&#039;utiliser 20 millions de tonnes (mt) d&#039;hydrog\u00e8ne renouvelable dans l&#039;UE d&#039;ici 2030, dont 10 mt doivent \u00eatre produites en Europe et 10 mt suppl\u00e9mentaires import\u00e9es de pays tiers.<\/p>\n\n\n\n<p>Selon les estimations de la Commission, l&#039;utilisation de 20\u00a0tonnes d&#039;hydrog\u00e8ne renouvelable dans l&#039;UE en 2030 d\u00e9placerait jusqu&#039;\u00e0 50\u00a0milliards de m\u00e8tres cubes - soit jusqu&#039;\u00e0 un quart - des importations russes de gaz naturel.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"561\" src=\"https:\/\/hydrogencouncil.com\/wp-content\/uploads\/2022\/08\/shutterstock_734747371-scaled-1-1024x561.webp\" alt=\"\" class=\"wp-image-5503\" srcset=\"https:\/\/hydrogencouncil.com\/wp-content\/uploads\/2022\/08\/shutterstock_734747371-scaled-1-1024x561.webp 1024w, https:\/\/hydrogencouncil.com\/wp-content\/uploads\/2022\/08\/shutterstock_734747371-scaled-1-300x164.webp 300w, https:\/\/hydrogencouncil.com\/wp-content\/uploads\/2022\/08\/shutterstock_734747371-scaled-1-768x421.webp 768w, https:\/\/hydrogencouncil.com\/wp-content\/uploads\/2022\/08\/shutterstock_734747371-scaled-1.webp 1460w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Selon les mots de la pr\u00e9sidente de la Commission europ\u00e9enne, Ursula von der Leyen, \u00ab Plus vite nous passerons aux \u00e9nergies renouvelables et \u00e0 l&#039;hydrog\u00e8ne, combin\u00e9s \u00e0 une plus grande efficacit\u00e9 \u00e9nerg\u00e9tique, plus vite nous serons v\u00e9ritablement ind\u00e9pendants et ma\u00eetriserons notre syst\u00e8me \u00e9nerg\u00e9tique.<sup>1<\/sup>.\u201d<\/p>\n\n\n\n<p>L&#039;ambition en mati\u00e8re d&#039;\u00e9nergie renouvelable et d&#039;hydrog\u00e8ne \u00e9nonc\u00e9e dans le plan RePowerEU est forte, mais quelle est l&#039;importance de la pens\u00e9e syst\u00e9mique dans les mesures l\u00e9gislatives sous-jacentes\u00a0? Et ces mesures sous-jacentes sont-elles adapt\u00e9es pour lib\u00e9rer le potentiel de l&#039;Europe en mati\u00e8re d&#039;hydrog\u00e8ne et d&#039;\u00e9nergie renouvelable\u00a0?<\/p>\n\n\n\n<p>Les d\u00e9cideurs politiques europ\u00e9ens ont fait tout leur possible pour r\u00e9pondre \u00e0 la menace imm\u00e9diate qui p\u00e8se sur la s\u00e9curit\u00e9 \u00e9nerg\u00e9tique de l&#039;UE. Pourtant, s&#039;assurer que les mesures \u00e0 court terme ne cr\u00e9ent pas de r\u00e9sultats inefficaces \u00e0 long terme est un d\u00e9fi.<\/p>\n\n\n\n<p>\u00c0 l&#039;heure actuelle, presque tout le monde dans le monde de l&#039;hydrog\u00e8ne a entendu parler des concepts d&#039;additionnalit\u00e9, de corr\u00e9lation g\u00e9ographique et temporelle d\u00e9finis dans les r\u00e8gles europ\u00e9ennes propos\u00e9es pour qualifier la production d&#039;hydrog\u00e8ne d&#039;\u00e9nergie renouvelable aux fins du respect des futurs objectifs de consommation d&#039;hydrog\u00e8ne renouvelable \u00e0 l&#039;\u00e9chelle de l&#039;UE.<sup>2<\/sup>. Dans le m\u00eame temps, beaucoup ont du mal \u00e0 comprendre comment exactement ces qualifications seront appliqu\u00e9es dans la pratique, tant pour l&#039;hydrog\u00e8ne renouvelable produit en Europe que pour celui import\u00e9 de pays tiers.<\/p>\n\n\n\n<p>Par exemple, les \u00e9lectrolyseurs connect\u00e9s au r\u00e9seau devraient prouver qu&#039;ils sont aliment\u00e9s par de l&#039;\u00e9lectricit\u00e9 renouvelable non subventionn\u00e9e et d\u00e9montrer l&#039;ad\u00e9quation de l&#039;\u00e9lectricit\u00e9 renouvelable \u00e0 la production d&#039;hydrog\u00e8ne renouvelable sur une base horaire (sinon l&#039;hydrog\u00e8ne produit ne serait pas consid\u00e9r\u00e9 comme renouvelable).&nbsp;<\/p>\n\n\n\n<p>Outre le fait que les GO horaires existent dans tr\u00e8s peu de pays en Europe et dans le monde, les exigences strictes impos\u00e9es aux \u00e9lectrolyseurs soul\u00e8vent la question\u00a0: pourquoi le r\u00f4le de l&#039;hydrog\u00e8ne dans l&#039;activation de l&#039;\u00e9lectrification indirecte est-il limit\u00e9\u00a0?<\/p>\n\n\n\n<p><strong>\u00c9lectrification directe vs indirecte \u2013 pourquoi devrions-nous avoir \u00ab soit\/ou \u00bb et pas les deux ?<\/strong><\/p>\n\n\n\n<p>Imaginez que vous achetiez une voiture \u00e9lectrique et que pour b\u00e9n\u00e9ficier d&#039;un avantage fiscal, vous deviez qualifier vos trajets de &quot;renouvelables&quot; et prouver sur une base horaire que vous chargez votre v\u00e9hicule \u00e9lectrique avec de l&#039;\u00e9lectricit\u00e9 strictement renouvelable. Note compl\u00e9mentaire\u00a0: en 2021, les \u00e9missions du secteur de l&#039;\u00e9lectricit\u00e9 en Allemagne \u00e9taient estim\u00e9es \u00e0 349\u00a0g CO\u2082\/KWh d&#039;\u00e9lectricit\u00e9 produite<sup>3<\/sup>.<\/p>\n\n\n\n<p>Suivant une logique similaire, les grands centres de donn\u00e9es devraient \u00eatre construits strictement dans les pays o\u00f9 le mix de r\u00e9seau est d\u00e9j\u00e0 presque enti\u00e8rement renouvelable (il n&#039;y en a que trois en Europe - la Su\u00e8de, l&#039;Autriche et la Norv\u00e8ge). Note compl\u00e9mentaire : les r\u00e9seaux de transmission de donn\u00e9es ont consomm\u00e9 260-340 TWh en 2023, soit 1,1\u20111,4% de consommation mondiale d&#039;\u00e9lectricit\u00e9<sup>4<\/sup>.<\/p>\n\n\n\n<p>Certains sugg\u00e8rent que l&#039;\u00e9lectrification directe devrait \u00eatre la priorit\u00e9, ind\u00e9pendamment du fait que l&#039;\u00e9lectricit\u00e9 utilis\u00e9e soit renouvelable ou non, car la capacit\u00e9 d&#039;\u00e9lectricit\u00e9 renouvelable augmentera. Pourtant, cette perspective n\u00e9glige le r\u00f4le compl\u00e9mentaire de l&#039;\u00e9lectrification indirecte qui peut \u00eatre r\u00e9alis\u00e9e gr\u00e2ce au d\u00e9ploiement de l&#039;hydrog\u00e8ne. L&#039;hydrog\u00e8ne renouvelable permet d&#039;int\u00e9grer une plus grande capacit\u00e9 d&#039;\u00e9nergie renouvelable dans le syst\u00e8me tout en\u00a0:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Contribuer \u00e0 all\u00e9ger les contraintes du r\u00e9seau (en Allemagne seulement, pr\u00e8s d&#039;un milliard d&#039;euros de financement des contribuables a \u00e9t\u00e9 d\u00e9pens\u00e9 l&#039;ann\u00e9e derni\u00e8re pour r\u00e9duire l&#039;\u00e9nergie renouvelable)<\/li><li>Offrir de la flexibilit\u00e9 au r\u00e9seau \u00e9lectrique<\/li><li>Permettre d&#039;utiliser les dotations en infrastructures existantes (r\u00e9affectation des gazoducs \u00e0 l&#039;utilisation d&#039;hydrog\u00e8ne) pour transporter de grands volumes d&#039;\u00e9nergie renouvelable sur de longues distances de mani\u00e8re rentable<\/li><li>Permettre aux consommateurs d&#039;\u00e9nergie pour qui l&#039;\u00e9lectrification directe n&#039;est pas une option viable (industrie lourde) de se d\u00e9carboner.<\/li><\/ul>\n\n\n\n<p>Pour avoir la chance de r\u00e9ussir notre course contre le changement climatique, nous avons besoin des deux solutions - l&#039;\u00e9lectrification directe et indirecte - car elles sont compl\u00e9mentaires l&#039;une de l&#039;autre.<\/p>\n\n\n\n<p>Avoir une pr\u00e9f\u00e9rence pour l&#039;un par rapport \u00e0 l&#039;autre est un choix politique et un moyen de choisir les gagnants. Pourtant, il n&#039;existe pas de solution unique pour toutes les zones g\u00e9ographiques et tous les utilisateurs finaux, et il n&#039;y aura finalement pas de gagnants si nous ne livrons pas sur<br>nos engagements climatiques assez rapidement.&nbsp;<\/p>\n\n\n\n<p><strong>L&#039;hydrog\u00e8ne renouvelable aura-t-il un avenir en Europe ?&nbsp;<\/strong><\/p>\n\n\n\n<p>Le concept d&#039;additionnalit\u00e9 en soi fait partie int\u00e9grante du d\u00e9ploiement de l&#039;hydrog\u00e8ne. La mont\u00e9e en puissance de l&#039;hydrog\u00e8ne renouvelable va de pair avec le d\u00e9veloppement de capacit\u00e9s nouvelles\/suppl\u00e9mentaires d&#039;\u00e9lectricit\u00e9 renouvelable en Europe et dans le monde.<\/p>\n\n\n\n<p>Cependant, la mani\u00e8re dont il est propos\u00e9 d&#039;appliquer l&#039;additionnalit\u00e9 \u00e0 l&#039;hydrog\u00e8ne renouvelable en combinaison avec une corr\u00e9lation g\u00e9ographique et temporelle remet en question l&#039;avenir de l&#039;hydrog\u00e8ne renouvelable en Europe, sans parler de la capacit\u00e9 de l&#039;Europe \u00e0 atteindre les objectifs d\u00e9finis dans l&#039;initiative Hydrogen Accelerator.&nbsp;<\/p>\n\n\n\n<p>Les conclusions de la mod\u00e9lisation de l&#039;application de ces crit\u00e8res \u00e0 certaines des propositions de projets r\u00e9els sont d\u00e9sesp\u00e9r\u00e9es. Non seulement le co\u00fbt de l&#039;hydrog\u00e8ne renouvelable doublerait (ou dans certains cas, plus que doublerait), mais les facteurs de charge des \u00e9lectrolyseurs seraient excessivement bas - en d&#039;autres termes, l&#039;analyse de rentabilisation des \u00e9lectrolyseurs serait <em>de facto<\/em> en p\u00e9ril.<\/p>\n\n\n\n<p>Qu&#039;en est-il de l&#039;hydrog\u00e8ne renouvelable import\u00e9 de pays tiers ? Les exportateurs potentiels ont du mal \u00e0 voir comment ils pourraient r\u00e9pondre aux qualifications requises sp\u00e9cifiques \u00e0 la conception du march\u00e9 de l&#039;\u00e9nergie de l&#039;UE. Les r\u00e8gles propos\u00e9es ne tiennent pas compte des diff\u00e9rences dans la conception des march\u00e9s de l&#039;\u00e9nergie et les dotations en infrastructures de march\u00e9 dans les pays tiers, \u00e0 partir desquels l&#039;hydrog\u00e8ne renouvelable peut \u00eatre import\u00e9 (o\u00f9 la tarification de l&#039;\u00e9lectricit\u00e9 n&#039;est pas zonale, par exemple). En outre, il faut tenir compte du fait que les infrastructures de march\u00e9 sont \u00e0 diff\u00e9rents stades de maturit\u00e9 dans les pays exportateurs potentiels, y compris ceux d&#039;Afrique du Nord (le premier AAE n&#039;a \u00e9t\u00e9 sign\u00e9 en \u00c9gypte qu&#039;en 2020).<\/p>\n\n\n\n<p>Un autre obstacle majeur pour les exportateurs potentiels d&#039;hydrog\u00e8ne renouvelable et de produits d\u00e9riv\u00e9s est en effet l&#039;obligation de soumettre l&#039;hydrog\u00e8ne renouvelable \u00e0 une \u00ab tarification efficace du carbone \u00bb. N&#039;oublions pas que le syst\u00e8me de plafonnement et d&#039;\u00e9change de l&#039;UE (EU ETS) avait des probl\u00e8mes de d\u00e9marrage. Bien qu&#039;il ait \u00e9t\u00e9 cr\u00e9\u00e9 en 2005, on peut dire qu&#039;il n&#039;a vraiment commenc\u00e9 \u00e0 livrer que vers la fin de la derni\u00e8re d\u00e9cennie \u2013 cela a pris plus de 15 ans. Alors qu&#039;un certain nombre de juridictions en dehors de l&#039;UE envisagent d&#039;introduire des syst\u00e8mes de plafonnement et d&#039;\u00e9change\/des taxes sur le carbone, l&#039;adoption de ces instruments est un long processus l\u00e9gislatif.<\/p>\n\n\n\n<p>L&#039;exigence ci-dessus emp\u00eacherait les importations d&#039;hydrog\u00e8ne renouvelable ou de produits d\u00e9riv\u00e9s en provenance de pays tiers disposant d&#039;abondantes ressources d&#039;\u00e9nergie renouvelable en raison de l&#039;absence de tarification du carbone dans leurs juridictions respectives.<\/p>\n\n\n\n<p><strong>Moment d\u00e9cisif pour le syst\u00e8me \u00e9nerg\u00e9tique de l&#039;UE<\/strong><\/p>\n\n\n\n<p>L&#039;UE a encore la possibilit\u00e9 de revoir les qualifications pour l&#039;hydrog\u00e8ne renouvelable et de les adapter \u00e0 leur objectif. Une approche pragmatique englobant \u00e0 la fois l&#039;\u00e9lectrification directe par les \u00e9nergies renouvelables et l&#039;\u00e9lectrification indirecte par l&#039;hydrog\u00e8ne peut v\u00e9ritablement changer la donne pour l&#039;Europe.<\/p>\n\n\n\n<p>Le plan RePowerEU offre \u00e0 l&#039;Europe une opportunit\u00e9 unique de lib\u00e9rer son potentiel d&#039;\u00e9lectricit\u00e9 renouvelable et d&#039;hydrog\u00e8ne et de r\u00e9colter les avantages de la d\u00e9carbonisation, de la s\u00e9curit\u00e9 \u00e9nerg\u00e9tique, de la rentabilit\u00e9 et de la r\u00e9silience, et, finalement, de ma\u00eetriser son syst\u00e8me \u00e9nerg\u00e9tique.
