Por ello, los recientes avances en la transposici\u00f3n de la RED III en pa\u00edses como Alemania, Italia y los Pa\u00edses Bajos son de gran importancia en la actualidad.<\/p><p>Pero el panorama general exige urgencia: Seg\u00fan <a class=\"irGkpmEvulvkYMJDebmYICdMAxGiQRquFRs\" tabindex=\"0\" href=\"https:\/\/www.linkedin.com\/company\/bloombergnef\/\" target=\"_self\" data-test-app-aware-link=\"\">BloombergNEF<\/a> Solo 12 de los 27 Estados miembros de la UE han legislado cuotas para las especies invasoras no marinas de origen forestal (RFNBO, por sus siglas en ingl\u00e9s), casi un a\u00f1o despu\u00e9s de la fecha l\u00edmite de mayo de 2025, y en la mayor\u00eda de los pa\u00edses, las sanciones siguen siendo demasiado bajas para impulsar un cumplimiento real.<\/p><p>\u00bfQu\u00e9 se est\u00e1 moviendo?<\/p><p>1\ufe0f\u20e3Alemania: Se adopta el RED III, con una ambici\u00f3n a\u00fan mayor.<\/p><p>El 23 de abril de 2026, el Bundestag alem\u00e1n aprob\u00f3 la implementaci\u00f3n nacional de la Directiva de Energ\u00edas Renovables III (RED III), estableciendo una nueva trayectoria para el transporte de gases de efecto invernadero (RFNBO): de 0,11 TP3T en 2026 a 51 TP3T en 2035 y a 101 TP3T en 2040. La multa por incumplimiento de Alemania, de 14 \u20ac\/kg, es la m\u00e1s alta de la UE. \u00bfQu\u00e9 sigue? El Bundesrat debatir\u00e1 el proyecto de ley el 8 de mayo de 2026.<\/p><p>2\ufe0f\u20e3Italia: se han transpuesto los objetivos tanto de la industria como del transporte; la implementaci\u00f3n detallada est\u00e1 pendiente.<\/p><p>Italia se encuentra entre los pocos pa\u00edses que transponen los objetivos industriales y de transporte de la Directiva RED III. El objetivo de transporte es de 11 TP3T para 2030. El objetivo industrial es de al menos 421 TP3T para 2030 y de al menos 601 TP3T para 2035. Tras la transposici\u00f3n a grandes rasgos, debe procederse a la implementaci\u00f3n detallada, incluidas las sanciones.<\/p><p>3\ufe0f\u20e3Pa\u00edses Bajos: legislaci\u00f3n aprobada, suministro en marcha.<\/p><p>Los Pa\u00edses Bajos aprobaron su cuota de transporte en marzo de 2026, con el objetivo de alcanzar 1,81 TP3T para 2030, y presentaron una moci\u00f3n para extenderla hasta 2040. La cuota para la industria est\u00e1 en tr\u00e1mite en el Parlamento nacional. Actualmente, los Pa\u00edses Bajos se encuentran en una buena posici\u00f3n para cumplir sus objetivos de RFNBO gracias a su cartera actual de proyectos de suministro maduros.<\/p><p>Lo que queda por abordar:<\/p><p>\u27a1 Las cuotas industriales se encuentran en un punto muerto. Los pa\u00edses se han mostrado reacios a imponer cuotas industriales significativas, principalmente debido al aumento de los precios de la energ\u00eda para la industria pesada y a las preocupaciones sobre la competitividad. El dise\u00f1o del objetivo industrial requiere una revisi\u00f3n exhaustiva en la pr\u00f3xima revisi\u00f3n de la Directiva de Energ\u00edas Renovables (RED).<\/p><p>\u27a1 Las sanciones son demasiado bajas en la mayor\u00eda de los Estados miembros. Por <a class=\"irGkpmEvulvkYMJDebmYICdMAxGiQRquFRs\" tabindex=\"0\" href=\"https:\/\/www.linkedin.com\/company\/bloombergnef\/\" target=\"_self\" data-test-app-aware-link=\"\">BloombergNEF<\/a>\u2019Seg\u00fan el an\u00e1lisis, la aplicaci\u00f3n efectiva de la ley requiere sanciones superiores a 10-12 \u20ac\/kg. La mayor\u00eda de los pa\u00edses de la UE no alcanzan este nivel. La propuesta de Polonia de 1,4 \u20ac\/kg es el ejemplo m\u00e1s claro de una sanci\u00f3n que no impulsar\u00e1 ning\u00fan cambio.<\/p><p>La Directiva RED III es una de las herramientas m\u00e1s potentes de Europa para gestionar la demanda de hidr\u00f3geno.
