{"id":15631,"date":"2026-05-03T16:16:42","date_gmt":"2026-05-03T14:16:42","guid":{"rendered":"https:\/\/hydrogencouncil.com\/?p=15631"},"modified":"2026-05-29T16:42:48","modified_gmt":"2026-05-29T14:42:48","slug":"why-red-iii-implementation-matters","status":"publish","type":"post","link":"https:\/\/hydrogencouncil.com\/de\/why-red-iii-implementation-matters\/","title":{"rendered":"Warum ist die Umsetzung von RED III wichtig?"},"content":{"rendered":"<div data-elementor-type=\"wp-post\" data-elementor-id=\"15631\" class=\"elementor elementor-15631\" data-elementor-post-type=\"post\">\n\t\t\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-9b1bd78 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"9b1bd78\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-e93c76e\" data-id=\"e93c76e\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-de82070 elementor-widget elementor-widget-text-editor\" data-id=\"de82070\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Binding targets and penalties, such as those under the EU Renewable Energy Directive (REDIII) transposed by EU counties, play a key role in commercializing renewable hydrogen and derivatives in the EU.<\/p><p>According to Hydrogen Council&#8217;s\u00a0Closing the Cost Gap report,\u00a0REDIII transposition could drive up to 3.3 Mt p.a. in renewable\u00a0hydrogen and derivatives\u2019\u00a0demand carrying a positive business case in Europe by 2030.\u00a0That\u2019s\u00a0why recent progress on RED III transposition\u00a0in\u00a0countries\u00a0such\u00a0as Germany,\u00a0Italy\u00a0and the Netherlands\u00a0is important right now.<\/p><p>But the broader picture demands urgency:\u00a0According to <a class=\"irGkpmEvulvkYMJDebmYICdMAxGiQRquFRs\" tabindex=\"0\" href=\"https:\/\/www.linkedin.com\/company\/bloombergnef\/\" target=\"_self\" data-test-app-aware-link=\"\">BloombergNEF<\/a> only 12 of 27 EU member states have legislated RFNBO quotas,\u00a0nearly a\u00a0year after the May 2025 deadline &#8211; and in most countries, penalties\u00a0remain\u00a0too low to drive real compliance.<\/p><p>What\u00a0is moving:<\/p><p>1\ufe0f\u20e3Germany: RED III adopted, with higher ambition locked in<\/p><p>On 23 April 2026, the German Bundestag adopted\u00a0national RED III implementation, setting a new RFNBO trajectory for transport: rising from 0.1% in 2026 to 5% in 2035 and 10% by 2040. Germany&#8217;s \u20ac14\/kg non-compliance penalty is the strongest in the EU.\u00a0What\u2019s\u00a0next: the Bundesrat debates the bill on 8 May 2026.<\/p><p>2\ufe0f\u20e3Italy: both industry and transport targets transposed\u00a0\u2013 detailed implementation pending<\/p><p>Italy is among very few countries transposing both industry and transport targets under RED III. Transport target of 1% by 2030. Industry target of at least 42% by 2030 and at least 60% by 2035.\u00a0Following\u00a0transposition\u00a0at\u00a0a high level,\u00a0detailed implementation\u00a0must follow, including penalties.<\/p><p>3\ufe0f\u20e3Netherlands: legislation passed, supply on track<\/p><p>The Netherlands passed its transport quota in March 2026, targeting 1.8% by 2030, with a motion to extend targets to 2040. An industry quota is progressing through\u00a0the national Parliament. The Netherlands\u00a0is currently well-placed to meet its RFNBO\u00a0targets with existing pipeline of mature supply projects.<\/p><p>What\u00a0remains\u00a0to be\u00a0addressed:<\/p><p>\u27a1\u00a0Industry\u00a0quotas are\u00a0facing a deadlock.\u00a0Countries\u00a0have been reluctant to impose meaningful industry quotas, primarily due to the rising energy prices for heavy industry and competitiveness concerns. The design of the industry\u00a0target\u00a0needs\u00a0re-thinking in the\u00a0upcoming RED review.<\/p><p>\u27a1\u00a0Penalties are too low in most\u00a0Member\u00a0States.\u00a0Per <a class=\"irGkpmEvulvkYMJDebmYICdMAxGiQRquFRs\" tabindex=\"0\" href=\"https:\/\/www.linkedin.com\/company\/bloombergnef\/\" target=\"_self\" data-test-app-aware-link=\"\">BloombergNEF<\/a>\u2019s analysis,\u00a0effective enforcement requires penalties above \u20ac10-12\/kg. Most EU countries fall short. Poland&#8217;s proposed \u20ac1.4\/kg is the starkest example of a penalty that will not drive change.<\/p><p>RED III is one of Europe&#8217;s most powerful demand-side tools for hydrogen.
